1. Create and reform communication system so that it is sustainable and meets international standard, and focuses on international target audience.
2. Manage Proactive Public Relations or PPR for Chulalongkorn University so that it functions in an up-to-date and timely manner. Also, it is to manage both long and short term Strategic Communication for the university.
3. Create brand new image for Chulalongkorn University so that it is recognized nationally (i.e. the venue for competent individuals, and the pillar of the kingdom) and internationally (i.e. the leading university with standardized and quality education that is recognized worldwide).
4. Create a public relation system that encompass sustainable crisis communication.
5. Build a sustainable system that can manage, verify, and control the university’s public image.
CICC duties are divided into 2 main categories as follow:
Towards International Target Audience
1. Plan for and management Proactive Public Relations plan in accordance to the university’s vision— Progressive. This is to promote the university image as a leading university with standardized quality education that is recognized worldwide.
2. Design and develop the international Corporate Identity, and produce university souvenirs so as to produce a clear and consistent image and to unify all university public relations efforts.
3. Plan, create, evaluate, and cooperate with different units to produce communications through digital, TV, print, and event so that they go in accordance with the vision and projects of the university's communications and public relations.
Proactive Public Relations or PPR
1. Plan, cooperate, and evaluate public relations and proactive events among target groups, so as to make known the university’s academic capability and its goal in giving back to the society.
2. Create and manage Crisis Communication.
3. Coordinate and manage all media relations so as to most efficiently spread university information, such as important information on all units within the university, to the public in the most efficient and effective way possible.
4. Provide consult in public relations that is up-to-date and effective for any units within the university.
5. Learn about new media and communication developments so as to increase ways of communication and public relations that is efficient, cost-effective, and offer the most reach among target group.
6. Control the evaluation and management of university image.
What CICC stands for : Chula International Communications Center (CIC)

Chula International Communications (CIC), formerly known as Chula International Communication Center (CICC), was established in 2008 during the office of Professor Pirom Kamolratanakul, M.D., as President of Chulalongkorn University. An objective of the establishment of CIC is to follow the university’s ‘Progress’ strategy to become a world-class university with high academic quality and standards accredited among the international stage.
Key Principles in the Establishment of CIC
Chula International Communications (CIC) is established as a central unit in charge of the administration and management of advanced communication system. Aside from Chulalongkorn University’s focus on its public image, the founding of CIC is also in alignment with the university’s mission to become one of the world’s leading universities with academic standards accredited by international institutions.
With parliamentary permission and His Majesty the King’s endorsement of the Chulalongkorn University Act, it is a timely occasion for the university to accomplish a scheme to reposition its public image through conveying a message that Chulalongkorn University is a long-established educational institute with academics and high-performance personnel that are willing to fulfill the university’s mission and to serve the Thai society.
Objectives
1. To develop an operation plan of CIC, which is a central department responsible for the management of advanced communication system. To provide a “brain bank” serving as a shared database and an online press room with a search-engine function. This is to accommodate CU members including its personnel, lecturers and students as well as public with a fast and easy-to-access news.
2. To update the university’s latest news and activities.
3. To communicate with members of the university as well as local and international audiences about the new image of Chulalongkorn University.
